This year's topic Migration was a sort of 'follow up' topic that came across very strongly in last years topic of 'Land', the previous years topic of 'Security' and the year prior to that on 'Population'. This year's leaders had the difficult task of crafting a regional policy document that addresses the issue of Migration within the Pacific region.
